7 Signs Your Commercial Water Tank Needs Cleaning Now

Cold water storage tanks in commercial buildings should be inspected and cleaned at least annually. In practice, however, many tanks in Irish offices, hotels, industrial premises, and healthcare facilities go longer than they should between services sometimes significantly longer.

If you manage a commercial building and are not sure when the tank was last cleaned, or if you have noticed any of the following warning signs during a routine inspection, this article is for you. Each sign below is accompanied by an explanation of the risk it represents and the action it requires.

7 Signs Your Water Tank Needs Cleaning

Sign 1: You Cannot Find a Recent Cleaning Certificate

The most common reason a tank is overdue for cleaning is not a dramatic failure, it is a missing paper trail. Under HSG274 Part 1, the annual inspection and cleaning of cold water storage tanks must be recorded, and the certificate retained as part of your Legionella management records. If you cannot produce a tank cleaning certificate dated within the last 12 months, the tank is overdue. This is also a compliance gap: if a Legionella incident occurred and an HSA investigation followed, the absence of records would be treated as an aggravating factor. Schedule a clean immediately and reinstate the annual cycle.

Sign 2: Discolouration or Turbidity in the Water

If the water drawn from any outlet in the building appears discoloured, cloudy, or turbid, the problem may originate in the cold water storage tank. Discolouration can indicate:

  • 1 Sediment disturbance fine particles of rust, scale, or organic matter that have accumulated in the tank being disturbed by flow changes
  • 2 Microbial growth in severe cases, discolouration can indicate significant bacterial or algal growth in an unmaintained tank
  • 3 Corrosion rust-coloured water may indicate corrosion of the tank itself or its fittings, particularly in older galvanised steel tanks

Discoloured water is a potential water quality incident under the European Communities (Drinking Water) Regulations 2014. The tank should be isolated for inspection immediately and the cause investigated before returning the water supply to service.

Sign 3: Visible Sediment, Sludge, or Biofilm on Inspection

A monthly physical inspection of the cold water storage tank required under HSG274 Part 1 includes visually checking the interior of the tank through the access hatch. Any of the following visible signs require prompt action:

  • 1 Sediment or sludge on the tank floor indicates accumulated debris from the mains water supply, scale shedding, or decomposed biological material
  • 2 Black or grey biofilm on tank walls or the underside of the lid biofilm is the habitat in which Legionella thrives; its presence is a strong indicator of inadequate turnover and treatment
  • 3 Floating debris or foreign material may indicate ingress through a damaged or ill-fitting lid
  • 3 Scale or mineral deposits on fittings particularly around the ball valve, inlet pipe, and outlet

If any of these are observed, the tank requires cleaning before the scheduled annual date. Monthly inspection is precisely for this reason to catch developing conditions before they become acute risks.

Sign 4: The Tank Lid is Damaged, Missing, or Ill-Fitting

The lid of a cold water storage tank is a critical barrier against external contamination. It must be close-fitting, screened (to prevent insect entry), and in good condition. A damaged, cracked, or missing lid creates an open pathway for:

  • 1 Dust, debris, and construction particulates, particularly relevant if there have been any building works nearby
  • 2 Insects, flies, moths, and other insects that can drown and decompose in the tank
  • 3 Birds, since a very poorly sealed tank or one with significant lid damage can allow bird ingress in some plant room configurations
  • 4 Light, since a tank exposed to natural or artificial light can develop algal growth

Where a lid is damaged, the tank must be inspected internally, cleaned, and the lid repaired or replaced before the system continues in service. A tank with a compromised lid is not a compliant installation regardless of when it was last cleaned.

Sign 5: Cold Water Temperature Exceeds 20 Degrees at Tank Outlet

Cold water in storage tanks must be maintained at or below 20°C throughout the system. If the monthly temperature reading at the tank outlet is above 20°C particularly in summer months when plant room temperatures rise this is a significant Legionella risk indicator.

Legionella bacteria do not proliferate significantly below 20°C. Above that temperature, and certainly in the 25-45°C range, multiplication can be rapid. A tank consistently recording temperatures above 20°C needs:

  • 1 Assessment of plant room thermal environment excessive ambient heat can be addressed by insulation, ventilation, or relocation
  • 2 Review of tank insulation cold water tanks must be insulated to maintain cold temperatures in warm plant rooms
  • 3 More frequent water sampling elevated temperature requires increased monitoring until the temperature control issue is resolved

Temperature exceedances should be recorded in the Legionella log and investigated promptly. A single reading above 20°C on a hot day is less concerning than a consistent trend.

Sign 6: Legionella Detected in a Recent Water Sample

A positive Legionella result from any water sample taken in the building is an immediate trigger for action, regardless of when the tank was last cleaned. Under HSG274 Part 1 action levels:

  • 1 100-1,000 cfu/L (Action Level 1): Review risk assessment, investigate root cause, resample within one month. Schedule cleaning if not recently carried out.
  • 2 Above 1,000 cfu/L (Action Level 2): Immediate tank isolation and emergency cleaning and disinfection required. System must not return to service until a satisfactory post-disinfection sample is obtained.

Healthcare premises, nursing homes, and facilities housing vulnerable occupants should follow even more stringent protocols and may have notification obligations to the HSA or HPSC. Sign 7: Building Works Have Recently Been Carried Out

Construction, refurbishment, or maintenance work even if not directly on the water system can contaminate a cold water storage tank. Drilling, cutting, and demolition activities generate dust that can settle on exposed water system components or enter an incompletely sealed tank. Vibration from heavy construction equipment can dislodge accumulated scale or biofilm from within the tank and pipework.

If your building has undergone any significant works in the past 12 months, the cold water storage tank should be inspected following the completion of works, even if the scheduled annual clean date has not yet arrived. This is particularly important if:

  • 1 Works took place in or near the plant room
  • 2 The water supply was isolated and restored during the works
  • 3 The tank area was used for temporary storage or access routes by contractors
