As a building owner, occupier, or facilities manager in Ireland, you are the duty holder with responsibility for the safety of the water supply within your premises. That responsibility is defined by a combination of Irish statute, European Directive, and technical guidance.

Types of Commercial Water Storage Tanks

The type of tank in your building affects the cleaning method, inspection requirements, and condition indicators relevant to each inspection. Halpin & Hayward has experience cleaning and certifying all common commercial storage tank types found in Irish buildings.

Glass Reinforced Plastic (GRP) Sectional Tanks

GRP sectional tanks are the most common storage type in Irish commercial buildings. They are constructed from bolted panels and can be configured to any required volume. GRP tanks are durable, non-corrosive, and opaque (preventing algal growth if properly sealed), but the joints between panels and the inlet and outlet connections are inspection points for biofilm formation and sediment accumulation. Annual cleaning is essential to prevent build-up in these areas.

Polyethylene Tanks

Smaller commercial and institutional buildings often use polyethylene (PE) tanks, typically in single-compartment configurations up to around 5,000 litres. PE tanks are lightweight and corrosion-resistant but can flex under load and develop hairline cracks over time. The internal surface should be inspected annually for biofilm, cracking, and discolouration.

Concrete Tanks

Older buildings - particularly hospitals, schools, and large industrial premises built before the 1980s - may still have concrete storage tanks. Concrete is porous and can harbour bacteria; it may also leach calcium and affect pH. Concrete tanks require particular attention to structural condition and often need lining or replacement rather than routine cleaning if significantly degraded.

Galvanised Steel Tanks

Galvanised steel tanks are increasingly rare in commercial buildings and are generally not recommended for potable water storage due to corrosion risk. Where they are still in service, annual inspection should include assessment of corrosion, rust staining, and galvanic action at fittings.

What Our Water Tank Cleaning Service Includes

Halpin & Hayward follows the procedure set out in HSG274 Part 1 and the HPSC technical guidance for the inspection, cleaning, and disinfection of cold water storage tanks. Every service includes all of the following stages.

Stage 1: Isolation and Controlled Drainage

The tank is isolated from the supply and building distribution system. Water is drained in a controlled manner to avoid pressure surges. The drain-down procedure is documented in our service record. For large tanks or multi-compartment configurations, we can arrange timed drain-down to minimise disruption to building operations.

Stage 2: Internal Inspection and Condition Assessment

With the tank drained, our engineer carries out a full internal inspection. This covers:

  • Internal surfaces - for biofilm, sediment, scale, discolouration, and structural defects
  • Ball valve and float valve operation - for correct function and condition
  • Inlet and outlet connections - for corrosion, scale, or biofilm at junction points
  • Lid and insulation - for fit, condition, and any evidence of pest or bird ingress
  • Overflow and warning pipe - for condition and correct fall away from the tank
  • Tank lining (where applicable) - for delamination, cracking, or chemical compatibility

Findings are recorded photographically and included in the written inspection report.

Stage 3: Mechanical Cleaning

Using brushes, pressure washers, and appropriate tank cleaning equipment, our engineers remove all sediment, biofilm, and scale from the internal surfaces of the tank. Particular attention is paid to corners, seams, and connection points where sediment accumulates. All removed material is safely removed from the tank area and disposed of correctly.

Stage 4: Chemical Disinfection

Following mechanical cleaning, the tank is chemically disinfected. The standard method is chlorination using sodium hypochlorite solution (NaOCl) at a minimum concentration of 50mg/L (50ppm) free chlorine. The disinfectant is applied to all internal surfaces, including the lid and fittings, and the tank is refilled to allow a contact time of at least one hour.

Where chlorine dioxide disinfection is specified or preferable - for example, where biofilm is suspected to be well-established or where the system is heat-sensitive - Halpin & Hayward can provide chlorine dioxide treatment as an alternative.

Stage 5: Flush, Rinse, and Return to Service

Following the disinfection contact period, the tank is drained, rinsed thoroughly with potable water, and refilled to the normal operating level. Cold water distribution is restored progressively, with outlet flushing as appropriate. Residual chlorine concentration is checked to confirm it has returned to a safe level for distribution (typically below 0.5mg/L at point of use).

Stage 6: Water Sampling

Water samples are taken from the tank outlet and from sentinel outlets in the distribution system and dispatched to an INAB-accredited laboratory for analysis. Standard sample analysis includes:

  • Total viable count at 22°C and 37°C
  • Total coliforms and Escherichia coli (E. coli)
  • Legionella spp. by culture method (ISO 11731)

Sample results are typically returned within 10 working days. Where urgent results are required, same-day or next-day analysis can be arranged through our laboratory partners.

Stage 7: Written Certificate and Report

On completion of the service, Halpin & Hayward issues a written certificate of inspection and disinfection. This document includes:

  • Date and location of service
  • Tank type, material, and capacity
  • Condition findings from the internal inspection
  • Disinfection method, chemical concentration, and contact time
  • Temperature readings for hot and cold water at time of service
  • Sample reference numbers and laboratory details
  • Engineer name and qualification
  • Next recommended inspection date

The certificate forms part of your written scheme of control and Legionella management records, which must be retained for at least five years under Irish health and safety legislation.

The Legionella Risk in Cold Water Storage Tanks

Cold water storage tanks are one of the primary risk sites for Legionella colonisation and amplification. The bacteria proliferate most aggressively at temperatures between 20°C and 45°C, with the optimal growth temperature around 35°C. In a tank that is not well maintained, several conditions favour Legionella growth:

  • Sediment and sludge accumulation - Legionella feeds on biofilm-forming bacteria in sediment
  • Warm water temperatures - in poorly insulated plant rooms, particularly in summer months, cold water can warm significantly above 20°C
  • Stagnant zones - dead legs and slow-moving zones within the tank create protected niches for biofilm development
  • Scale formation - particularly in hard water areas, scale provides surfaces for biofilm attachment
  • Physical contamination - a damaged or ill-fitting lid can allow dust, insects, and even bird or rodent contamination

Annual cleaning removes the sediment, biofilm, and scale that provide the physical substrate for Legionella growth. It also provides the opportunity to inspect and address physical defects - a cracked lid, a failed ball valve, inadequate insulation - that would otherwise create ongoing risk between services.

Frequently Asked Questions

  • How often does a commercial water storage tank need to be cleaned in Ireland?
    At minimum, once per year, in line with HSG274 Part 1 guidance. High-risk premises such as hospitals, nursing homes, and hotels typically require a six-monthly programme. After any contamination event, Legionella detection, or extended building shutdown, an immediate clean and disinfect is required regardless of when the last scheduled service was carried out.
  • Do we need to shut down water supply to the building for the tank cleaning?
    Yes, the tank must be isolated and drained for the mechanical cleaning and disinfection. Where results exceed 1,000 cfu/L, immediate remediation and disinfection is required and relevant notifications should be made.
